ECEP01200 - Introduction: the roles of Department of Business and Trade (DBT) and of HMRC
DBT is the lead government department with overall responsibility in the UK for negotiating preference agreements. Other government departments, such as the Department for Environment, Food and Rural Affairs (DEFRA) and HMRC may contribute to these negotiations.Â
HMRC is also responsible for:

- Authenticating EUR1 / EUR-MED Movement Certificates where the goods are deemed to meet the relevant origin rule(s) (Note British Chambers of Commerce and Members of the Institute of Chartered Shipbrokers also offer this service) and
- Responding to verification requests from partner states and colleagues.
