Pilot route-based strategies for England's motorways and trunk roads
The Highways Agency is using route-based strategies to plan operational and investment priorities for England's motorways and trunk roads.

Route-based strategies (renamed route strategies after the pilot stage) allow the Highways Agency to:
- identify existing performance issues on their road network
- anticipate future challenges
- assess asset condition and operational requirements
- plan investment
- encourage participation from local and regional stakeholders
- understand local priorities
Alan Cook recommended route-based strategies in his strategic roads review. The government acknowledged this in their response in May 2012. The Highways Agency published three pilot route-based strategies in May 2013 for
- A1 West of Newcastle
- A12 from the M25 to Harwich (including the A120 to Harwich)
- M62 between Leeds and Manchester
The Highways Agency has since identified 18 further routes and published and for each route. These establish the Highways Agency바카라 사이트™s outline operational and investment priorities for the period April 2015-March 2020, and give an indication of the priorities beyond March 2020.
