Jim Harra, Chief Executive and Permanent Secretary of HM Revenue and Customs, has written to Sir Edward Davey MP, Chair of the All Party Parliamentary Group on the loan charge, in response to its letter that claims that HMRC misled people with its recent on loan charge fraud arrests.
