Judicial Summary

There is no right of appeal to the Upper Tribunal against a Traffic Commissioner바카라 사이트檚 decision, taken under section 16(4) of the Goods Vehicles (Licensing of Operators) Act 1995, to refuse to accept an operator바카라 사이트檚 request to terminate (surrender) its licence. However, the Upper Tribunal expressed the obiter view that the lawfulness of such decisions might legitimately arise for determination on an appeal against a Commissioner바카라 사이트檚 decision, taken after refusing a surrender request, to revoke an operator바카라 사이트檚 licence.
