Abstract

This paper synthesizes evidence from four recent 바카라 사이트渃ommunity-driven development바카라 사이트� field experiments undertaken in countries affected by violent conflict and assesses prospects for 바카라 사이트渇ast-track바카라 사이트� institution building. Conflict-affected environments are presumed to be settings that combine extraordinary need and opportunity for building institutions. The substantive and methodological consistency of the field experiments (Afghanistan, DRC, Liberia, and Sierra Leone) allows us to derive general conclusions about attempts at local institution building in conflict-affected contexts. The evidence tells us that CDD programs are far from 바카라 사이트減roven impact바카라 사이트� interventions. We discuss reasons for the limited effects, with implications for policy and further research.
