Brazil's Engagement in International Development Cooperation: The State of the Debate

Abstract

Brazil바카라 사이트™s prominent role in international development has been accompanied by persistent national development challenges and by challenges in its development cooperation바카라 사이트™s institutional framework that hinder overall planning, coordination and a sustainable flow of resources. Nevertheless, there is a growing number of national institutions, civil society organisations and think-tanks directly involved in and/or debating South바카라 사이트“South Development Cooperation (SSDC) in Brazil. There have also been announcements of a new agency, a White Paper on foreign policy and the creation of a foreign policy council, all pointing to the fact that the SSDC agenda is at a critical juncture in the country. It is now essential to draw on the recent history and current challenges and opportunities facing Brazil바카라 사이트™s SSDC to inform debates and political choices.

The State of the Debate report captures this particular moment of Brazil바카라 사이트™s engagement in international development cooperation by gathering and analysing the main ideas and narratives, institutions and interests informing the country바카라 사이트™s current development cooperation practices. This effort aims primarily at contributing to an evidence-based debate within Brazil on its international development engagements.
