Take the NHS聽mentioned earlier.
Because perhaps more than any institution바카라 사이트β�
It represents the bigger 바카라 사이트榰s바카라 사이트�.聽
Millions owe everything to it바카라 사이트�
And two of them are here.
My family 바카라 사이트� no different.聽
In fact, as I바카라 사이트檝e said before바카라 사이트β�
I wouldn바카라 사이트檛 be here without the聽NHS.
It바카라 사이트檚 the reason my mum was able to have children바카라 사이트�
When she was first told, aged 11바카라 사이트β犅�
That would never happen.聽
Because the NHS never gave up on her.聽
And behind every single door in this country바카라 사이트�
There is a family who has their own version of these stories.聽
And yet here we are.聽
The NHS 바카라 사이트撀爀ven聽the NHS바카라 사이트β�
Losing the trust of the British聽public.聽
Record dissatisfaction.聽聽聽
Unable to provide the timely care and dignity that Britain relies on바카라 사이트�
A precious contract between the state and the people 바카라 사이트� broken.聽
Broken - by public services in crisis, unable to perform their basic聽functions.
Broken - by an economy that leaves millions working harder just to stand still.聽
Broken - by politicians who promised change and never delivered.聽
Broken바카라 사이트β犅�
But not beyond repair.聽聽
Because one thing the British people do know in their bones바카라 사이트β�
Is that this聽is聽a great nation.聽
No matter how tough things are for their family and their community바카라 사이트β�
They know that 바카라 사이트� and they are right.聽
Because they recognise it in themselves.聽
After all, even in the last fourteen years바카라 사이트β�
They tightened their belts when they were told 바카라 사이트渨e바카라 사이트檙e all in it together바카라 사이트�.聽
They closed ranks to defeat a deadly virus바카라 사이트�
Never once wavered in their commitment to stand with Ukraine바카라 사이트β�
And all they asked for in return바카라 사이트�
Was for the 바카라 사이트 to meet them half-way.聽聽
And there바카라 사이트檚 hope in that.聽
The hope of a 바카라 사이트 finally able to match their ambition바카라 사이트β�
With a credible plan for unlocking their potential바카라 사이트�
A great nation - rediscovering it can do great things바카라 사이트β�
Renewing that contract with the people바카라 사이트β�
Delivering the change they voted for.
But that바카라 사이트檚 the catch 바카라 사이트� isn바카라 사이트檛 it?聽
The purpose of this 바카라 사이트 is to make our public services and economy work for working people바카라 사이트β�
Strengthen our country in a world that increasingly preys on weakness.聽
It바카라 사이트檚 a cause that demands nothing less than the full power of government.聽
Yet that바카라 사이트檚 precisely what바카라 사이트檚 broken 바카라 사이트� isn바카라 사이트檛 it?聽
As I said a number of times.
Fixing the foundations it바카라 사이트檚 like finding damp on a wall바카라 사이트β�
You can paint over it바카라 사이트β�
Get the hairdryer out바카라 사이트β�
Hope it goes away.聽
Or you can strip it out, rip out the plaster, and deal with the problem once and for all.
But unless we fundamentally reform the way government goes about its business바카라 사이트β�
Unless we first change聽how聽we try to change the country바카라 사이트β�
Then the hairdryer is all we바카라 사이트檝e got.聽
And this is a big job.聽
Prisons overflowing바카라 사이트β�
The NHS on its knees바카라 사이트β�
A 拢22bn black hole in our public finances바카라 사이트β�
Which, just to put it into context바카라 사이트β�
Is nearly half what we spend on the defence of our country.聽
Now, I don바카라 사이트檛 want to use that as an excuse.
I expect to be judged on my ability to deal with this.聽聽
And the work of change has begun바카라 사이트β�
拢25bn invested in the NHS바카라 사이트β�
Asylum returns 바카라 사이트� up 53%바카라 사이트β�
The minimum wage raised by a record amount바카라 사이트β�
Stabilising the economy바카라 사이트β�
Fixing the foundations바카라 사이트β�
Clearing up the mess - so we can take the country forward with our missions.聽
This doesn바카라 사이트檛 happen by accident.聽
There바카라 사이트檚 no investment in our public services, without difficult decisions.聽
No solution to the housing crisis, without approving controversial development바카라 사이트β�
And no taking our country forward, without levelling with you honestly바카라 사이트�
About the trade-offs we must face together.聽
No, the path of change is long바카라 사이트β�
It is hard바카라 사이트�
And there are few thanks in the short-term바카라 사이트β�
But mark my words 바카라 사이트� with this Plan for Change바카라 사이트β�
We will stick to it바카라 사이트β犅�
Country first, party second.

We launch our Plan for Change.聽
A plan that does two things 바카라 사이트� at the same time.
First 바카라 사이트� it doubles-down on our national missions.
A strategy that, for all the turbulence of the world around us바카라 사이트β�
Has remained robust since we published it nearly two years ago.聽
A strategy that will give government and the nation바카라 사이트β�
Whether in calm or choppy waters바카라 사이트β�
The stabilising certainty of the clear destination바카라 사이트�
Guide us towards a decade of national renewal.聽
Yes, some people will say 바카라 사이트� we바카라 사이트檝e heard these missions before바카라 사이트β犅�
Where바카라 사이트檚 the rabbit out the hat?聽
In Westminster 바카라 사이트� they always say that.
But I make no apologies for sticking to our plan바카라 사이트β�
And no apologies for fixing the eyes of Whitehall바카라 사이트β�
Not on the distractions of Westminster바카라 사이트β�
But on the聽long-term聽good of our country.聽聽
However, to drive those missions forward in聽this聽Parliament바카라 사이트�
And show our progress towards them바카라 사이트β�
Today, we publish new milestones바카라 사이트β�
Measurable milestones바카라 사이트β�
That will also give the British people the power to hold our feet to the fire.聽
Because that accountability바카라 사이트β�
That is part of how we shift the focus in Westminster towards long-term change.聽
Second 바카라 사이트� our plan commits Whitehall to聽mission-led government.聽
An approach to governing that won바카라 사이트檛 just deliver change바카라 사이트β�
But also change the nature of governing itself.聽
Fix the foundations聽and聽find new tools for the job.
Make no mistake 바카라 사이트� this plan will land on desks across Whitehall바카라 사이트�
With the heavy thud of a gauntlet being thrown down.聽
A demand, given the urgency of our times바카라 사이트β�
For a state that is more dynamic바카라 사이트β�

Less hostile to devolution and letting things go바카라 사이트�
Creative - on the deployment of technology바카라 사이트�

Rather than replicate the status quo in digital form.聽
Artificial intelligence is particularly crucial here바카라 사이트β�
An unprecedented opportunity for this country바카라 사이트β�
We are strong already 바카라 사이트� and we must become stronger still.聽聽
We must also tear down the walls of who let the nation build its capacity from partnership.
But also 바카라 사이트� I want us to tear down the walls and let the nation in바카라 사이트β�
A state that builds its capacity through聽partnership바카라 사이트β犅�
Rather than viewing itself as the only source of expertise.聽

Because ultimately 바카라 사이트� mission-led government is a plan for the nation바카라 사이트β�
A partnership바카라 사이트β�
Businesses바카라 사이트�
Charities바카라 사이트�
Campaigners바카라 사이트β�
Unions바카라 사이트β�
Investors바카라 사이트β�
England, Scotland, Wales and Northern Ireland바카라 사이트β�
The people of these islands바카라 사이트β�
All聽pulling in the same direction.聽
All聽focused on taking our country forward.聽聽
Because, at the end of the day 바카라 사이트� we聽all聽have a stake in change.聽
We聽all聽look forward and see the same horizon.聽
And we all feel the burden of where we are as a country바카라 사이트β�
The contract which must be repaired is聽ours.
And that requires change.聽

It begins, as we set out in our manifesto, with strong foundations바카라 사이트β�
Economic stability바카라 사이트β�
National security바카라 사이트�.
Border security바카라 사이트β�
Those fundamentals never change.聽
And we will never risk them.聽聽

Because that is what working people want.聽聽

Also - the way they want the economy to grow聽for them바카라 사이트�
That is absolutely the change we promised at the election.聽聽

We바카라 사이트檙e clearing the asylum backlog바카라 사이트β�
Processing thousands more claims than when we came to office바카라 사이트β�
Returns of foreign national offenders 바카라 사이트� up 29%바카라 사이트β�
On track for the highest overall number of returns - for聽six years.
That is what dealing with the problem seriously looks like바카라 사이트β�
A much more meaningful deterrent than spraying taxpayers바카라 사이트� money up the wall바카라 사이트β�
On the ridiculous Rwanda gimmick.
Then, on those strong foundations바카라 사이트β�
We rebuild Britain with our national missions.聽
Driven forward, in the harsh light of accountability바카라 사이트β�
By the milestones for this Parliament.
One 바카라 사이트� higher living standards in every region of the country바카라 사이트β犅�
As we target the fastest growth in the G7.聽
So working people have more money in their pocket.聽
The burden of the cost-of-living crisis바카라 사이트β�
No longer intruding on the joy of family life.聽聽
Two 바카라 사이트� Britain rebuilt with 1.5 million new homes바카라 사이트β�
So the security I enjoyed when I was growing up바카라 사이트β�

Does not move further and further away from working-class families like mine.聽聽聽

Stamping out anti-social behaviour in every community바카라 사이트�
Because nobody should feel insecure on the streets they call home.聽
Four 바카라 사이트� the best start in life for every child바카라 사이트β�
With a record proportion of five-year olds starting school ready to learn.
Because it is a scandal바카라 사이트�
An affront to the British value of equal respect바카라 사이트β�
If we do not give every child, whatever their background바카라 사이트β�
A fair chance to succeed.聽
Five - clean power by 2030바카라 사이트β�
Homegrown British energy바카라 사이트�
Making our country more secure바카라 사이트β�
So never again can a tyrant like Putin attack the living standards of working people.聽聽
And six 바카라 사이트� waiting lists in our NHS cut바카라 사이트β犅�
The 18 week target, from referral to treatment 바카라 사이트� finally met.聽
A symbol of an NHS back on its feet바카라 사이트�
Facing the future바카라 사이트β�
Dignity and care restored to millions.

You know how hard that NHS milestone is.聽聽聽
Building 1.5m homes is ambitious바카라 사이트�
A little too ambitious, perhaps바카라 사이트�.聽
And look, I바카라 사이트檒l be honest바카라 사이트β�
They바카라 사이트檙e right.聽
We face an almighty challenge to hit these milestones by the end of this Parliament.聽聽
Like I say 바카라 사이트� we are starting from ground zero.聽
Waiting lists 바카라 사이트� over seven million.聽聽
Housing starts and permissions 바카라 사이트� the lowest for a decade.聽
One in three children not ready for school at the age of five바카라 사이트�
Kids in reception, who aren바카라 사이트檛 starting to read바카라 사이트�
They바카라 사이트檙e struggling to speak.聽聽
In fact 바카라 사이트� given that inheritance on housing starts바카라 사이트β�
Clearly if we don바카라 사이트檛 turbocharge housebuilding with reform바카라 사이트β�
We바카라 사이트檙e won바카라 사이트檛 meet that milestone.聽聽
And if that level of candour surprises you바카라 사이트�
Then honestly 바카라 사이트� it shouldn바카라 사이트檛.聽
After all 바카라 사이트� what is the point of setting a target that you can deliver without bold action.聽聽
That바카라 사이트檚 not public service 바카라 사이트� that바카라 사이트檚 political cynicism.聽
No, the job of these milestones is to take our country forward바카라 사이트�
Drive reform through the public sector바카라 사이트β�
It바카라 사이트檚 not about making the 바카라 사이트 look good.聽
So yes - they are risky for us.聽聽
Country first, party second.
Because this is something we바카라 사이트檝e totally lost sight of in British politics바카라 사이트β�
And, to be honest, across Whitehall as well.聽
I don바카라 사이트檛 think there바카라 사이트檚 a swamp to be drained here바카라 사이트β�
But I do think too many people in Whitehall are comfortable in the tepid bath of managed decline.聽
Have forgotten, to paraphrase JFK바카라 사이트β�
That you choose change, not because it바카라 사이트檚 easy바카라 사이트�
But because it바카라 사이트檚 hard.聽
I totally get that when trust in politics is so low바카라 사이트β�
We must be careful about the promises we make.聽
But across Whitehall and Westminster바카라 사이트β�
That바카라 사이트檚 been internalised as 바카라 사이트渄on바카라 사이트檛 say anything바카라 사이트�.聽
바카라 사이트淒on바카라 사이트檛 try anything too ambitious바카라 사이트�.聽
바카라 사이트淪et targets that will happen anyway바카라 사이트�바카라 사이트�

And then they wonder why working people won바카라 사이트檛 give you a pat on the back바카라 사이트�
Wonder why working people no longer believe politics can make a real difference to their lives.

Our plan for change that is the most ambitious and credible programme for government in a generation.聽聽聽聽聽
And we embrace the risk that comes with that.聽
Because if there was no jeopardy바카라 사이트β�
If there was no resistance바카라 사이트�
No blockages or impediments for us to remove바카라 사이트β�
Then as sure as night follows day바카라 사이트�
That would be a sign that we were not serious about delivering real change바카라 사이트β�
And I will never do that바카라 사이트β�
The mandate was for change바카라 사이트β�
And change is what we will deliver.
So to those who still need to hear it바카라 사이트�
Change and reform are coming.聽聽
That is what this plan means.聽
Productivity in the public sector is 2.6% lower than this time last year바카라 사이트β�
8.5% down compared with just before the pandemic.聽
That wouldn바카라 사이트檛 be accepted in any other sector or walk of life바카라 사이트β�
And I am聽not聽going to subsidise it with ever rising taxes on the British people.
Take our Neighbourhood Policing guarantee 바카라 사이트� as an example.聽聽
That will deliver 13,000 extra neighbourhood police.聽
Visible on the beat바카라 사이트β犅�
Cracking down on anti-social behaviour바카라 사이트�
A named, contactable officer in every community바카라 사이트�
A relief for millions of people scared to walk聽their聽streets.聽聽
That pledge is only made possible because we are matching investment with聽reform.聽聽
Standardising procurement바카라 사이트β�
Streamlining specialist capabilities like digital forensics바카라 사이트β�
Ending the madness of each of our 43 forces purchasing their own cars and uniforms.聽聽
Or take our planning system바카라 사이트β�
A blockage in our economy that is so big바카라 사이트�
It obscures an entire future바카라 사이트β�
Stops this country building roads, grid connections, laboratories, trainlines, warehouses, windfarms, power stations바카라 사이트�
You name it.聽
A chokehold on the growth our country needs바카라 사이트�
Suffocating the aspirations of working families.聽
I mean - you walk around our country바카라 사이트�
You look at our infrastructure바카라 사이트β犅�
And it is clear almost immediately바카라 사이트β犅�
That we have long freeloaded off the British genius of the past.聽
Because we won바카라 사이트檛 build a future바카라 사이트β�
We haven바카라 사이트檛 built a reservoir for over 30 years바카라 사이트β�
And even the projects we do approve바카라 사이트�
Are fought tooth and nail바카라 사이트β�
Nail and tooth바카라 사이트β�
Until you end up
With the absurd spectacle of a 拢100m bat tunnel바카라 사이트β�
Holding up the country바카라 사이트檚 single biggest infrastructure project.聽
Driving up taxes and the cost of living, beyond belief.聽
I tell you now바카라 사이트�
This 바카라 사이트 will not accept this nonsense anymore.聽
We will streamline the approval process in the forthcoming Planning and Infrastructure Bill바카라 사이트β�
And driving through that reform 바카라 사이트� I can announce another new target바카라 사이트β�
Not just 1.5 million homes바카라 사이트�
But also 150 major infrastructure projects바카라 사이트β�
A milestone that will triple the number of decisions on national infrastructure compared with the last Parliament.聽聽
And just as important바카라 사이트β�
Will send a very clear message바카라 사이트�
To the nimbys, the regulators, the blockers and bureaucrats바카라 사이트β�
The alliance of naysayers바카라 사이트β�
The people who say no 바카라 사이트淏ritain can바카라 사이트檛 do this바카라 사이트�바카라 사이트β�
We can바카라 사이트檛 get things done in our country.聽聽
We say to them 바카라 사이트� you no longer have the upper hand바카라 사이트�
Britain says yes.聽

With stability, investment and reform.

Everyone can see how people are tired with those who fail to get the job done.聽聽
Populism isn바카라 사이트檛 the answer to Britain바카라 사이트檚 challenges바카라 사이트β�

But nobody can deny that this kind of politics feeds off real concerns.聽

We are still, in our values, a pragmatic nation바카라 사이트�
What people want from politics 바카라 사이트� that hasn바카라 사이트檛 changed.聽
They want a stable economy바카라 사이트�
Their country to be safe바카라 사이트�
Their borders secure바카라 사이트�
More cash in their pocket바카라 사이트�
Safer streets in their town바카라 사이트β�
Opportunities for their children바카라 사이트�
Secure British energy in their home바카라 사이트�
And an NHS that is fit for the future바카라 사이트β�
That is why we have set these missions바카라 사이트β犅犅犅�
Missions to make our country strong바카라 사이트β�
Missions to make working people better off바카라 사이트β�
Missions this 바카라 사이트 will deliver.聽
I don바카라 사이트檛 think these are unreasonable hopes 바카라 사이트� clearly not.聽聽
But nor do I underestimate how little faith there is, from working people most of all바카라 사이트β�
That politics can still deliver them.
And that바카라 사이트檚 not unreasonable either.聽
Because they kept to the contract.聽
Worked tirelessly for their family and their community.聽
But the previous 바카라 사이트 never kept their side of the bargain.聽
And that is what we must change.聽
That is what these missions add up to.聽
I don바카라 사이트檛 want to give you the whole story about my parents all over again바카라 사이트β�
But no matter how tough life was growing up바카라 사이트β犅�
They always believed that if they worked hard바카라 사이트�
Britain would be better for their children.聽聽
You can call that hope.聽
You can call it security.聽
You can call it aspiration.聽聽
But in the end 바카라 사이트� it all amounts to the same thing.聽
A feeling, a belief, a confidence바카라 사이트β�
That allowed working class families like mine바카라 사이트β�
To raise their eyes, look forward바카라 사이트β犅�
And build their lives around the future.聽
People can call that sentimental바카라 사이트β犅�
But I am convinced that if we unlock that potential바카라 사이트β犅�
There is so much power in this country.聽
I am convinced that if we get these missions right바카라 사이트β�
We can make our country stronger.聽

That if we show politics can change Britain for the better바카라 사이트�
Then we can face the future with confidence바카라 사이트β�
