I write in response to an email received by our office on Monday 28th July 2025 in which you asked:

Your request has been handled as a request for information under the Freedom of Information Act 2000.
While the government has recently appointed an interim Biometrics Commissioner and is actively recruiting a permanent Biometrics and Surveillance Camera Commissioner through open competition, only the Surveillance Camera Commissioner is a relevant public authority under the Act. Therefore, this response has been provided by the Office, rather than the Biometrics Commissioner.
To answer your question, we have searched our records and can confirm no documentation is held by the OBSCC that mandates compulsory cooperation between operators of facial recognition systems and government agencies, including the police or security services.
If you are dissatisfied with this response, you may request an independent internal review of our handling of your request by submitting a complaint within two months to the address below, quoting reference BSCC-FOI-0925-HD. If you ask for an internal review, it would be helpful if you could say why you are dissatisfied with the response.
