Kevin Rooney

Biography
Kevin is an engineering graduate who has worked with the commercial vehicle industry for most of his career. He established the role of Customer Director on VOSA바카라 사이트™s Board and championed customer engagement, achieving Service Excellence accreditation for the Agency바카라 사이트™s Contact Centre.
Kevin was appointed as a Traffic Commissioner in January 2012 and leads for Commissioners on the digital licensing platform and on DVSA바카라 사이트™s editorial panel for the Guide to Maintaining Roadworthiness.
Kevin was appointed as Senior Traffic Commissioner in June 2025.
Career
Kevin joined the Vehicle Inspectorate as a graduate engineer in 1988 initially working on the car and motorcycle MOT test before moving on to heavy vehicle testing where he held both policy and operational roles. He represented GB interests on global fora establishing quality standards for vehicle testing and managed the VOSA testing network in the South West.
Kevin moved to enforcement in 1999. He led a major programme to transform roadside enforcement from paper to digital, to move to interventions based on an operator risk score, and to the issuing of graduated fixed penalties at the roadside with immobilisation of vehicles until payment for those without a UK address. He was a founder director of the Brussels-based Confederation of Organisations in Road Transport Enforcement which has members from over 30 countries specialising in roadside enforcement.
Kevin established the Customer Director role on VOSA바카라 사이트™s Board and was responsible for the Agency바카라 사이트™s Communications and Corporate Governance. He was appointed as Traffic Commissioner in 2012, initially in Leeds and then in Bristol.
Senior Traffic Commissioner
Responsibilities under the Public Passenger Vehicles Act 1981 are:
- Powers to deploy any traffic commissioner or deputy traffic commissioner in England and Wales; and the Scottish traffic commissioner, in respect of any reserved matters, throughout Great Britain
- Issue general directions that traffic commissioners must act under and general guidance that traffic commissioners shall have regard to

- Chair the Traffic Commissioner Board, including setting policy direction and administrative guidance
- Lead the traffic commissioners on National Stakeholder engagement and public consultation
Traffic Commissioner for the west of England
Responsibilities are:
- the licensing of the operators of Heavy Goods Vehicles (HGVs) and of buses and coaches known as Public Service Vehicles (PSVs)
- the registration of local bus services
- granting vocational licences and taking action against drivers of HGVs and PSVs
