The government has confirmed that it will establish the UK Airspace Design Service (UKADS) and support fund.

The UKADS will be a single guiding mind to coordinate and sponsor future airspace changes to deliver the holistic, modernised design for UK airspace envisaged by the . The Chancellor of the Exchequer announced the go-ahead for the UKADS on 17 March 2025.

The consultation response document sets out the detail behind the plans and the next steps to enable the UKADS to mobilise this year. This includes the following.

NATS (En Route) plc (NERL) will be tasked with providing an airspace design service in the form of the UKADS.

The UKADS will initially focus on modernising the complex airspace around London, including airspace change required for any Heathrow third runway.

A new UK airspace design support fund will help cover relevant costs of airspace modernisation in other parts of the UK.

The Department for Transport (DfT) and the Civil Aviation Authority (CAA) will each consult on proposed changes to NERL바카라 사이트™s air traffic services licence to implement the UKADS and the new fund.

The government is laying 2 statutory instruments in Parliament relating to the Transport Act 2000 to enable DfT and the CAA to make the necessary changes to the NERL licence.

By September 2025, DfT and CAA will consult on a package of regulatory changes to make the process for airspace design decisions more proportionate, while retaining a transparent, evidence-based process that involves impacted stakeholders. This is likely to include the airspace change process (CAP 1616) and masterplan (CAP바카라 사이트¯2156a), and the government바카라 사이트™s air navigation guidance and air navigation directions.

Detail of feedback received

The government has confirmed that it will deliver a step change in how airspace modernisation is taken forward by establishing a UK Airspace Design Service (UKADS) and support fund. The government and the CAA are now working with NATS, with the shared ambition for the UKADS to be up and running this year.

Following this joint Department for Transport (DfT) and CAA consultation, we will publish a consultation response in due course providing greater detail on our plans for the UKADS and the rationale for the decisions taken.

By September 2025, the CAA and DfT will consult on a package of changes to the process for making airspace design decisions more proportionate, whilst retaining the important principles of a transparent, evidence-based airspace change process that will involve impacted stakeholders.

Consultation description

We are consulting on a proposal to create a UK Airspace Design Service (UKADS) as a single guiding mind to coordinate and sponsor future airspace changes. This consultation asks about the plans for the UKADS, including the role, scope and funding model, as well as other policy and regulatory considerations.

This is a crucial part of delivering airspace modernisation and securing the benefits that this can bring.

Following significant stakeholder engagement, the Department for Transport and the UK Civil Aviation Authority have developed proposals to:

  • consider detailed policy and legislative options for a longer term 바카라 사이트˜end state operating model바카라 사이트™ for UKADS 바카라 사이트“ UKADS2

UKADS1 would be set up as quickly as practical to focus on the complex London airspace region, alongside any airspace change proposals deemed a short-term priority by the co-sponsors.

UKADS2 could ultimately become the only body responsible for changes to the design of UK airspace. Given the significant lead in time for developing this model, it would be subject to further consultation in the future.

This project is about airspace design. We are not planning to fundamentally change who manages the airspace or initiates airspace changes. That will remain for the most part with airports and air navigation service providers, who know their local stakeholders바카라 사이트™ interests best. The proposal is that the UKADS takes on most aspects of the airspace change proposal, exceptions being the safety case, implementation, and certain aspects of stakeholder consultation.

The CAA has launched a which explains how elements of the proposals set out in the UKADS consultation that are relevant to the economic regulation of NATS (En Route) plc could be implemented through modifications to its air traffic services licence. The consultation is open from 21 November 2024 until 9 January 2025.

No final decisions have yet been made, including on the key question of who might take on this role. 

Policy background

Airspace modernisation will benefit UK consumers through greater system capacity and better resilience to disruption. Crucially, it will help UK aviation reduce its environmental impacts, contributing to achieving net zero greenhouse-gas emissions by 2050.

Unlike in most other countries, UK airspace design is today delivered via a complex model, where multiple airports and air navigation service providers individually sponsor and fund airspace change proposals. This puts at risk the ability to accommodate increasing demand for access to UK airspace and innovative new technologies such as drones.
