Sets out the proposed role the ORR will have in the rail enhancements of CP6 period in relation to:

• Department for Transport
• Transport Scotland
• Network Rail

Enhancements in CP6 are to be treated differently to the operations, maintenance and renewals expenditure in the Periodic Review 2018.
